Call to Order

The Secretary determined that a quorum was present and the meeting was called to order by President Dennis Kiper at 7:30pm. Dennis thanked UK Air Medical Service for hosting the meeting and reminded everyone that our thoughts and prayers continue to be with the UK Aeromedical crew and the families of those involved in the accident.

Reading of the Minutes

Copies of the Minutes of the regular meeting of KyAAMS held on May 17, 1999 at Just for Kids – Kosair Children’s Hospital were distributed and read by all present. The following correction was made to those minutes: the second item under New Business was clarified. The last sentence should read "KAPA also discussed dropping opposition to nurses working on Class I and Class II ambulances while expanding paramedic scope of practice to include other emergency settings." Jodie Hignite and John Blumenstock made a motion to accept the minutes as corrected. The motion carried unanimously.

Audio Recording of Meeting

Dennis Kiper announced that by request of the Secretary, the meeting minutes would be audiotaped for accuracy. It will be used only for the purpose of transcribing meeting minutes and will not be retained after the minutes are distributed to members. The tape will be shut off at the request of anyone present. No opposition to this was voiced.

Association Communication

Dennis would like an informal person to person survey be done of current KyAAMS members and crew members who are not current members to ask what they expect from KyAAMS, what they like / dislike about the association. If not a member, why not – what would make them want to be a member. Dennis asked for volunteers from each member program to conduct the survey and to e-mail or mail findings to Dennis as soon as possible. Volunteers were - Just for Kids: Dennis Kiper, STATCARE: Rick McKinstry, Careflight: Laura Otte, UK Air Medical Service: Steve Talbert.

KyAAMS Bylaws Revision

The KyAAMS executive board will be recommending amendments to the chapter bylaws. Suggestions to the executive board from the membership are welcome. Bylaws revisions approved earlier this year need to be incorporated into the current bylaws document. Rick McKinstry will do this and email a copy of the current bylaws to those members with an email address as well as post them on the KyAAMS web site. Members without an email address will be mailed a copy. Comments / suggestions should be emailed to Dennis Kiper: dkiper9794@aol.com. Proposed changes to the bylaws will be mailed to all voting members a minimum of twenty-one (21) days prior to the next scheduled KyAAMS regular meeting (September 8, 1999 in Owensboro, KY at the KY EMS conference). At that meeting a vote on the proposed amendments will be taken.

KyAAMS Meeting minutes

The last KyAAMS meeting minutes were sent to the membership via e-mail if an e-mail address was on file in the membership database. Many positive comments were made in favor of this method of delivery. This method eliminates the expense and time involved with mailing meeting minutes. If you did not receive these minutes via e-mail please send a message to the Secretary (rick@venus.net) with the e-mail address you would like to use or any changes in your e-mail address. Members who don’t have an e-mail address will continue to have the minutes mailed to them until they have access to e-mail.

Some problems with faxing meeting minutes were discussed. It was suggested that one person from each member program be designated to post minutes. Just for Kids: Dennis Kiper, STATCARE: Rick McKinstry, Careflight: Laura Otte, UK Air Medical Service: Jeff Huddleston.

New Business

Committees

The executive committee will meet to discuss changes in the KyAAMS committees. Dennis suggested reducing the number of standing committees and/or combining committees and forming ad hoc committees as necessary. Some standing committees are no longer active due to changes in membership. Any input to the executive committee members is welcome.

Flight Nurse Advanced Trauma Course (FNATC)

A FNATC course will be held in Louisville presented by STATCARE November 11-13, 1999. There is a lot of interest in this course from around the country and class size is limited. We would like to see as many crew members from the Kentucky services as possible attend the course. A paid registration secures a spot so please register as soon as possible. Contact Jodie Hignite at 502-479-9105 or jodie@aye.net.

Pre-hospital Personality Study

The University of Louisville Department of Emergency Medicine will be doing a research project to study possible differences in personality traits of three subsets of pre-hospital providers in Kentucky:

  1. Air medical personnel
  2. Firefighters who must also be EMT’s
  3. EMT’s / Paramedics who are not firefighters

This will be an anonymous study in which you may be asked to participate.

Guest Speaker

Bob Calhoun from the Kentucky EMS Branch suggested KyAAMS develop datasets that are relevant to Kentucky air medical services similar to those developed for ground EMS agencies. Mr. Calhoun also suggested KyAAMS review the Air Ambulance Regulations for anything KyAAMS would like added or changed to present to the next Ky State General Assembly in 2000.

A motion was made by George Glessner, seconded by Gary Stromberg to form an ad hoc committee to formally look at the Air Regulations and Datasets to develop recommendations by November 1999. The motion passed unanimously. Dennis Kiper appointed John Blumenstock as chair of the committee. Committee members will be Gary Stromberg, Jodie Hignite and Mike Hartweck. Jon Hamlyn and Jan Davis will be asked to participate in the committee as well. John Blumenstock asked Bob Calhoun if someone from the KY EMS Branch would participate in the committee in an advisory role. Mr. Calhoun said he would ask someone to do that.

Presentation

Appreciation awards were presented to the immediate past and founding officers of KyAAMS: George Glessner (Secretary) and John Isfort (President). In recognition of the time commitment made by them to start an AAMS chapter in Kentucky and the long hours they continued to selflessly give to make the association grow and prosper, desk clocks were presented along with the heartfelt appreciation of all. George accepted for John who was not able to be present.
