The secretary determined the presence of a quorum and the meeting was called to order by Dennis Kiper at 7:10pm.
Reading of the Minutes
Copies of the minutes of the regular meeting of the Kentucky Chapter of AAMS held at St Josephs hospital , Lexington on March 15, 1999 were distributed and read by all present. The following correction was made to those minutes: Added Susan Riechter on the ballot for Treasurer.
Motion
John Hultgren made a motion, seconded by Jodie Hignite, to accept the minutes as corrected. There being no opposition the motion passed unanimously.
Officers Reports
President's Report, Dennis Kiper:
- Updated photos of KyAAMS member programs current aircraft are needed for the KyAAMS display board to be used at the Kentucky EMS Conference in Owensboro, KY in September. These photos are also needed to update the artwork for the KyAAMS logo to be used on tee shirts sold at the conference. The photos should be sent to Dennis as soon as possible.
- The KyAAMS executive board met before the regular meeting today. It was agreed that the chapter bylaws need to be looked at and updated. Dennis cited as an example the "Roberts Rules of Order". He felt this degree of formality can be too rigid. He would like to make the meeting a little more free flowing and get more input from those present while still maintaining order. The executive board will meet again soon to formulate recommendations for amendments to the bylaws. Notification of these proposed changes along with a copy of the current bylaws will be forwarded to all voting members at least 21 days prior to a meeting at which a vote on these proposals will be taken.
- A major goal will be to communicate better with members to inform them of things going on in the chapter. One of our first order of business will be to try to get the membership interested in us again. A KyAAMS representative from each member program will be appointed to personally survey each KyAAMS member as well as potential members to see what we can do to make them want to be involved. What do they want from KyAAMS membership, what direction they want the chapter to go, what they expect from us as an association, and to get feedback as to what are the perceived benefits (or lack thereof) to chapter membership. It was suggested that the flyer / brochure be looked at again and revised to highlight the many accomplishments and benefits to membership that KyAAMS has made to date.

Old Business
- Kentucky EMS Conference (Sept 9-11, 1999 in Owensboro KY): Dennis will contact Lee Brown, conference education coordinator, to clarify KyAAMS involvement. KyAAMS is a sponsor and will have a booth there.
New Business
- Ad hoc Newsletter Committee: To better communicate with chapter members and to try to get them more involved, a chapter newsletter was suggested by Dennis. Every member program would be featured in each issue with articles highlighting someone from each program. In addition to mailing newsletters out, it will also be posted on the KyAAMS web site. We would like to see the newsletter increase interest in affiliate membership from EMS providers, etc. An editor for the newsletter would be needed so suggestions for this person are welcome.
- John Hultgren said the Kentucky Ambulance Providers Association (KAPA) has formed a group called "EMS 2000" to suggest ideas for new state EMS regulations that will begin to be drafted in July. Some suggestions from the group were to replace the current EMS branch with an EMS board which would assume all the responsibilities currently held by the EMS branch and the Ky Board of Medical Licensure, funded by a $2 tax on vehicle registrations. Also discussed was dropping opposition to nurses working on Class I and Class II ambulances while expanding paramedic scope of practice to include other settings.
- John Blumenstock related that Mike Hardweck will chair a committee to change Indiana EMS regulations.
- Bob Calhoun has advised that the KY air ambulance regulations allow us to use our own run forms and do not require us to use the new Kentucky state EMS run form. Use of the new form is mandatory for Class I ground ambulances.
- Dennis expressed interest in developing an air medical database on the order of the Medic! run report software the state is using, but designed to be more relevant to air transport.
- The National EMS Memorial ceremony is May 28th . Approximately 1/3 of those being honored were air medical people.
Motion
John Hultgren made a motion, seconded by Jodie Hignite, to send a floral arrangement to the National EMS Memorial ceremony from KyAAMS. There being no opposition the motion passed unanimously.
